If so, we're looking for someone like you to join our team in the Security Services Department (SECD) at the Johns Hopkins Applied Physics Laboratory!
We are seeking an exceptional leader to serve as the Operations Executive (OE), a key member of the SECD Executive Leadership Team (ELT), with direct line management responsibility for the Department’s business, finance, facility, and administrative functions. As a direct report to the Chief Security Officer and SECD Department Head, you will provide extraordinary leadership in supporting and leading key initiatives and focused on long-term SECD strategies.
As the SECD Operations Executive, you will....
- Primarily oversee SECD business, financial, facility and administrative functions. These include: allocation and prioritization of financial resources (overhead, fee and capital), proposal reviews, purchase requisitions, physical spaces, property, IT liaison, communications, and special projects.
- Assist in the leadership development of SECD supervisory staff. Serve as a member of the SECD Senior Leadership team and the APL Executive Leadership team, attending meetings and strategy sessions to further advance the goals of the department.
- Serve as the SECD Operations Forum representative, with responsibility for making decisions on behalf of the Department. Serve on the Operations Forum sub-team, Long Range Site Development team, to discuss future building plans, space management and DCSA Accredited Areas and Special Secure Areas (SSA) needs for highly classified programs. Serve on other relevant committees as needed.
- Serve as the SECD space coordinator for unclassified work/office space. Closely collaborating with SECD Group Supervisors to determine space allocation needs. Work with Business, Construction and Facilities Department staff in the fulfillment of those space needs. Assist with the planning and utilization of Special Secure Areas.
- Build and sustain strong collaboration, ensure internal customer satisfaction through the conduct of surveys and personal interaction with Managing, Operations and Mission Area Executives, Program Managers, and others.
- Serve as the SECD Lead for various initiatives as assigned by the department head:
- Lead the SECD Strategic Mentoring Program
- Oversight of Cisco Phone Representative Responsibilities
- LMS Training Oversight for the department
- SECD Executive Metrics / Dashboard and other tools
- Work closely with the Department Head and ME to develop the initial draft of SECD' s annual Vision, Strategy & Execution (VSE), and assist in overseeing the status of current year execution priorities. Assess the need for new or changes to existing security-related policy and procedural guidance, and take the lead in developing and coordinating initial and final drafts.

Qualifications
You meet our minimum qualifications for the job if you...
- Possess a BA/BS in Business, Management, Industrial Security, Security Management, Criminal Justice, or other relevant discipline, or, equivalent years of professional related experience (e.g., industrial or contract security administration, police/correctional administration).
- Have ten or more years of professional experience in industrial or relevant security leadership with roles of increasing responsibility.
- Have seven years or more prior staff leadership experience equivalent to Group Supervisor level or above, with a demonstrated track record of successfully managing people.
- Functional breadth and depth of knowledge in at least one or more business operations fields, such as finance, facilities, security operations management, etc., in order to champion initiatives that enable the execution of work.
- Can demonstrate the ability to think strategically and lead complex change.
- Are experienced in staff development and administration, as well as excellent organizational and planning skills.
- Possess the demonstrated ability to assess complex situations, collaborate across the organization, make timely decisions and communicate these decisions clearly and concisely.
- Have strong, proven and advanced communications skills (oral and written) and the ability to develop effective interpersonal relationships while working collaboratively with all levels of staff.
- Hold an active Top Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

- Possess a Master’s degree in Management, business, an operations-related field, any security or related discipline.
- Have experience executing complex operations-focused projects across the enterprise.
- Broad knowledge of APL’s operations community and resources (e.g., services, tools, etc.) across the enterprise.
- Are knowledgeable in APL’s operationally relevant guidance and practices.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
