Reporting to the Vice-Chancellor of Finance and Administration, the Director of Public Safety and Chief of Police manages and directs the University’s Police Department, Parking Services, Public Front Counter, and Emergency Management; provides a safe and secure environment for students, faculty, staff, visitors; safeguards physical and intellectual assets of the University. Provides administrative leadership, direction and coordination of all Department of Public Safety activities involved in the protection of life and property, enforcement of local, state, and federal criminal statutes, University regulations, investigation of traffic accidents and criminal acts, violations of University policy, on-going police officer certification and training and the campus incident management plan. Oversees the collection of data and submission of the annual Jeanne Clery Campus Security Policies and Statistics with VAWA amendments and Fire Safety Report to the U.S. Department of Education. Collaborates effectively with all internal and external stakeholders.

Job Related Minimum Required Education and Experience
Master’s degree in related field and 4 years’ experience, or bachelor’s degree in related field and 6 years related experience.

Required Certification, Licensure/Other Credentials
Current law enforcement officer (SC Criminal Justice Academy graduate and be certified by the SC Law Enforcement Training Council); certified by the SCCJA as a Field Training Officer (FTO). Possess a valid South Carolina driver’s license. Must pass a background investigation before assuming police duties.

Preferred Qualifications
Master’s degree in related field and 4 years’ experience, or bachelor’s degree in related field and 6 years related experience. Master’s degree preferred.

Knowledge/Skills/Abilities
Demonstrated skills in budget planning and management with an understanding of the nature of state and university system budget environments, including understanding and implementing a state’s financial regulations. Strong interpersonal, written and oral communication skills; ability to build positive and effective relationships across the campus with faculty, staff, students and the external community working in a transparent and collaborative decision-making environment. Demonstrated ability to lead, supervise and work as part of a team consisting of a staff from diverse backgrounds. Provide energetic, proactive creative, and highly ethical leadership. Ability to comprehend and digest amounts of information, and flexibility to adjust to competing priorities in work schedules. Working knowledge of CALEA and ability to prepare for and navigate annual CALEA audits to maintain department certification. Be physically qualified and have no criminal record. Must pass a background investigation before assuming police duties.

Plans, organizes, and directs university public safety and police activities; develops and implements policies and procedures to ensure program effectiveness regarding community policing, crime prevention programs, parking enforcement and fine collections, production and distribution of ID cards, criminal investigations, patrol procedures, campus and residence hall security, fire-life safety etc. Ensures maintenance of appropriate records. Responsible for oversight of the University’s network of surveillance cameras, intrusion alarm systems, and card access systems.
