Position Summary
The Purchasing Department is recruiting for a full-time Director of Purchasing. This position is responsible for all bidding and purchasing activities to ensure compliance with federal, state, and local regulations.

Duties & Responsibilities
- Prepare specifications and procedures for purchase of merchandise and services in sufficient detail to permit competitive bidding and ensure purchases are of the best products and services available at the lowest cost;
- Maintain adequate records and files of requisitions, purchase orders, vendor catalogs of product information and prices and other related files;
- Ensure purchase orders and contracts contain all necessary a) product descriptions, and b) conditions, such as guarantees, warranties, government regulations, shipping instructions, and credit terms and discounts allowed;
- Prepare in cooperation with using departments, specifications for purchase of merchandise and services;
- Responsible for the management, administration, customer support, improvement, enforcement and organizational effectiveness of the procurement card program;
- Assigns inventory numbers to items of $1,000 or more in value using the Wise Track system
- Coordinate activities with the Director of Physical Plant for the control and disposal of surplus equipment, supplies, salvage, and scraps;
- Develop annual goals, objectives, and assessment methods for all areas of responsibility. Develop work plans, which correspond to stated goals and objectives;
- Develop annual department budget and monitor expenses via monthly budget reports;
- Supervise and evaluate the performance of the Purchasing Assistant and the Central Receiving Clerk;
- Perform other duties as assigned by the Vice President, Business and Administrative Services.
- This position will access student records at times and will follow all FERPA guidelines.
Qualifications
- Bachelor’s degree and a minimum of three years experience in Purchasing or a related field as required, preferably in an educational environment;
- Superior knowledge of State purchasing law and related practices;
- Discretionary judgment regarding confidential information;
- Ability to organize multiple tasks and meet deadlines, plus ability to adapt to changing priorities;
- Ability to delegate to staff effectively;
- Effective communication skills and ability to interact with diverse employee groups, vendors, etc. is required;
- Experience with computer software, including spreadsheet and MS Office.
Physical Demands
While performing the duties of this job, the employee is regularly required to use hands and fingers to handle controls, key pads, etc. Will be required to sit and reach with hands and arms as well as, sit, stand and walk. The employee must frequently lift and/or move up to 15 pounds while loading office supplies and paper. Specific vision abilities required include close vision, some color vision, and the ability to adjust focus from documents to computer screen. Hearing of light to moderate sound is required by this job. The noise level in the work environment is usually moderate.
