Job Summary:
The Human Resources Director will play a pivotal role in advancing the strategic goals of the university and the Human Resources (HR) department. Collaborating closely with the Associate Vice Chancellor and Deputy CHRO, this position will be an integral part of the HR leadership team. The HR Director will be specifically accountable for overseeing a spectrum of human resources operations including
Payroll Management, Leave Administration, HRIS, and records management. The HR Director will also be responsible for managing all Workers’ Compensation duties, including overseeing claims, coordinating with insurance providers, ensuring compliance with legal and regulatory requirements, and managing employee accommodations related to workplace injuries.
This position is responsible for ensuring these functions operate efficiently and effectively, aligning with organizational policies, regulatory compliance, and strategic HR initiatives. The HR Director will work collaboratively with HR leadership and campus department heads to implement best practices, optimize processes, and support employee needs, all while maintaining data integrity and confidentiality.

Key Responsibilities:
1. Strategic Collaboration
- Work collaboratively with the Associate Vice Chancellor for Human Resources to develop and execute university and HR strategic goals
- Provide operational/tactical guidance to divisional/work unit leadership and relevant staff in collaboration with the Chief Human Resources Officer and HR staff.
2. Payroll Management
- Oversee payroll operations to ensure timely and accurate payroll processing.
- Implement and monitor payroll policies and procedures, ensuring consistency, accuracy, and alignment with organizational standards.
- Address and resolve payroll issues, inquiries, and discrepancies in a timely manner.
- Manage and oversee all operational components of payroll processing including but not limited to Labor Law compliance, Financial Reporting, and Payroll audits.
- Collaboration with UNC System Office payroll service teams
3. Leave Administration
- Direct and manage leave programs, including workers’ compensation, voluntarily shared leave, personal, vacation, and other leave types.
- Ensure compliance with all legal and regulatory requirements related to leave.
- Work with the Benefits and Leave team to update, monitor, and communicate leave policies, procedures, and eligibility criteria.
4. HR Information Systems (HRIS) and Banner Records Management
- Responsible for overseeing the functionality, integrity, and security of HR data within the Banner system and related HRIS platforms. Ensure HR data integrity by managing data entry protocols, data auditing, and system security measures.
- Lead system upgrades, CAB implementations, and enhancements, coordinating with stakeholders to meet organizational needs
- Supervise the data entry of record management clerks, maintenance, storage to BDMS, and security of employee records, ensuring compliance with legal, regulatory, and organizational requirements. Implement and monitor records management policies of personnel records, including document retention and confidentiality standards.
- Regularly audit records management practices to ensure data accuracy, privacy, and compliance.
- Guide staff on record-keeping best practices and support audits or investigations as necessary.
5. Other Duties: Perform any other duties as assigned.
Qualifications:
- Bachelor’s degree in Human Resources, Accounting, Business Administration, or related field (Master’s degree preferred).
- Extensive experience in payroll and a related HR field.
- Strong knowledge of university, state, and federal laws, regulations, and guidelines.
- Excellent communication and interpersonal skills.
- Proven ability to manage and lead a team.
- Certification in HR (e.g., SHRM-SCP, SPHR) is a plus.
The HR Director is a critical member of the HR team, contributing to the creation of a positive workplace culture that enhances employee satisfaction, retention, and overall productivity.

Department Required Skills
Graduation from a four-year college or university, preferably with coursework applicable to HR management, accounting, payroll, human relations, and/or business administration.
A minimum of five years of professional work experience in human resources and payroll or a master’s degree with a minimum of three years of professional work experience in human resources and payroll is required. Coursework emphasis in human resources and payroll is preferred.
Excellent oral and written communication skills; effective problem-solving and interpersonal communication skills. Strong attention to detail with strong analytical and mentoring/coaching skills.
Ability to manage complex projects and work on multiple project components simultaneously.
Ability to think creatively and conceptually, synthesize information, and implement solutions, exercising flexibility and sound judgment in managing projects, resolving issues, and successfully executing strategies
