Statement of Primary Purpose

In support of Isothermal Community College, the Dean of Business Services oversees all functions of the business office. This position will work alongside the Controller to ensure the fiscal health of the College through budget management, financial planning, and required reporting.

Essential Responsibilities

In coordination with the Controller:

  • Oversee all business office functions.
  • Assist the President and Vice Presidents in developing and monitoring budgets, as well as preparing budget reports.
  • Advise the Vice President of Operations/CFO on financial planning and investment strategy.
  • Ensure compliance with current federal and state governmental regulations.
  • Support the purchasing staff with developing and submitting bid proposals and general procurement strategy in alignment with College priorities.
  • Monitor the chart of accounts and initiate or approve all monthly journal entries.
  • Review and approve year-end reports, including accrual basis reports, accrual financial statements per Governmental Accounting Standards Board (GASB) standards, and the Comprehensive Annual Financial report (CAFR) for the State Controller.
  • Administer State grant program reports and request monthly reimbursement of expenditures.
  • Provide training for budget managers.
  • Oversee monthly bank reconciliation for all College bank accounts.
  • Invest all funds with the State Treasurer, as appropriate.
  • Reconcile and disburse all payments for employee/employer benefits including health, dental and voluntary insurances, retirement, and other payroll deductions.
  • Maintain the internal control questionnaire and implement changes as necessary.
  • Maintain records relating to insurance claims (property and liability) and serve as the contact for any related claims.
  • Lead the improvement of process efficiency, including automation, within the business office.
  • Other duties as assigned or requested.

fBachelor's degree in Accounting, Business Administration, or related field, required

Extensive knowledge of budgeting, financial reporting, fund accounting, computerized accounting systems, and spreadsheets, required

A minimum of five years relevant experience, required

Master's degree or CPA certification, preferred

Knowledge of the NC Community College System, preferred

Pay: $85,000.00 - $100,000.00 per year
